in april 1942, four months after pearl harbour, 16 american bombers made a bombing raid on tokyo. the raid did little damage, but was a blow to japanese morale.
japan's military leaders fervently desired to retaliate against the american mainland. after two years' top-secret preparation, they launched more than 9000 bomb-laden balloons against the united states. the balloons, designed to catch the jet stream for a quick crossing of the pacific, were expected to cause forest fires and panic. only a few of them, however, reached populated areas of the united states. the only casualties were a woman and five children in oregon.

the american government's response was to censor all news of the balloon bombs. as they had no evidence of the effects, the japanese soon abandoned the scheme as ineffective.
